WSD has the highest ratio of School Resource Officers to students among elementary districts in Orange County. From single points of entry to FBI-trained SROs, every layer of our safety system is built around one goal: peace of mind for every family.
Physical safety
Every campus is a secured, monitored environment.
Closed campuses, perimeter fencing, fast-locking classroom doors, campuswide cameras, and officer buzz-in entry locks mean that access is controlled at all times. Visitors are screened against a sexual predator database before setting foot on any site.
Human safety
Safety built on relationships, not just rules.
Our School Resource Officers are mentors, not just officers — present at events, leading DARE and Red Ribbon Week, and guiding students through conflict resolution. On-site counselors, psychologists, and intervention specialists support students’ mental and behavioral health every day.

Safety and Wellness at WSD
A Layered Approach to Campus Safety
No single measure makes a school safe. WSD’s approach combines physical infrastructure, trained people, and active partnerships.
Secured Campus Infrastructure
Single point of entry, perimeter fencing, lighting, fast-locking classroom doors, and campuswide video surveillance at all 17 sites.
Visitor Screening
All visitors check in via the Raptor Visitor Management System and are screened against a sexual predator database before accessing any campus.
School Resource Officers
Dedicated full-time SROs visit all campuses weekly, participate in school events, and build trust with students and families year-round.
Comprehensive Safety Plans
Every school has an annually reviewed Safety Plan and a Crisis Response Plan. Emergency drills — including lockdown and shelter-in-place — are practiced regularly.
Mental Health and Intervention
On-site psychologists, counselors, and intervention specialists. The BRAVE Program builds personal safety and resilience skills at every school.
Staff Training
Active Shooter Training provided by Westminster PD. Threat and Physical Security Assessments completed districtwide. Westminster PD attended FBI training.

WSD maintains active partnerships with every law enforcement agency in our attendance areas, the Orange County Fire Authority, and the City of Westminster. Our School Safety Task Force — established in 2018 — includes parents, teachers, staff, administrators, and law enforcement who continuously assess and improve safety protocols.
