Neurodiversity & Bullying Prevention Resources (SB 939)

Neurodiversity recognizes that people learn, think, and experience the world in different ways. This includes, but is not limited to, individuals with autism, ADHD, dyslexia, and other learning differences. Neurodiversity emphasizes strengths, inclusion, and respect for all learners.

California Senate Bill 939 requires local educational agencies to prominently share state-developed resources that support bullying prevention and response for neurodiverse students.

Beginning in the 2025–2026 school year, school districts must make these resources easily accessible to families, students, and staff through their district websites.

The following state-developed resources are provided by the UC/CSU Collaborative to support:

• Understanding bullying and how it impacts neurodiverse students
• Preventing bullying through awareness and inclusive practices
• Responding to bullying in supportive, effective, and appropriate ways
• Creating safe and welcoming learning environments for all students
