What is the Expanded Learning Opportunities Program (ELOP)?

Expanded learning refers to after school, summer, or intersession programs designed to support the academic, social, emotional, and physical needs and interests of students through hands-on, engaging learning experiences. This program offers qualified PK–8th grade students free after school, intersession, and summer learning opportunities for a minimum of 9 hours per day (including the regular instructional day). All Westminster School District students qualify.

What does it mean for WSD?

WSD provides in-person before and after school expanded learning opportunities at each elementary and middle school site. All TK–8 students are eligible for these services during the 180 instructional days and at least 30 non-instructional days annually—free of cost. 

How will it be implemented?

On each of WSD’s 180 instructional days, in-person after school programming is provided to ensure students receive a combined minimum of 9 hours per day of core instruction and expanded learning:

Core Instructional Day (including recess/lunch) + Expanded Learning (before/after school) = 9 Total Hours

During at least 30 non-instructional/intersession days, students will be offered no less than 9 hours of expanded learning services per day on WSD campuses.

ELOP Goals and Focus Areas

The Expanded Learning Opportunities Program is built to provide engaging, student-centered activities that foster development in the following key areas:

  • Academic Skills and Mastery
  • Social-Emotional Competency
  • Learning Interests
  • Physical Well-Being

Programs are designed to be results-driven, aligned with the regular school day while not duplicating it, and include community partnerships. (ED Section 8482.1[a])

Expanded learning opportunities are not an extension of traditional instructional time but instead provide meaningful enrichment, play, nutrition, and developmentally appropriate experiences. (EC Section 46120[3][1])

WSD ELOP Plan

The Westminster School District submitted a comprehensive ELOP Plan to the California Department of Education for the 2025–2028 school year. This plan addresses the five required programmatic areas and aligns with the district’s broader goals as outlined in the WSD Strategic Plan.
