Parents/guardians have the opportunity to transfer their student(s) to any school within the Westminster School District under an Open Enrollment permit. Parents/guardians can submit an Open Enrollment request starting July 1st through April 30th of the current school year. Requests will be reviewed on an ongoing basis, and approval/denial notifications will be sent to the requester within two weeks of submission. Requests filed after the April 30th deadline will not be considered until July 1st for the following school year.
Students must comply with WSD Proof of Residence requirements and be registered at their school of residence/current school before requesting a transfer to another school. Students can determine their school of residence by using the School Locator.
WSD shall have no responsibility with regard to transportation outside the requested school's attendance area.
Any student who is granted a transfer shall be allowed to remain in the school of enrollment until completing the highest grade offered at that school.
Open Enrollment (Intra-District transfer) requests shall be initiated by the parent/guardian.
Parent/guardian must request an Open Enrollment Request form from the student’s current school of enrollment.
Parent/guardian must complete and sign the Open Enrollment Request form.
Submit the completed Open Enrollment Request form to your current school.
An Overflow transfer is implemented when the school of residence has exceeded teacher to student staffing ratio and/or Ed Code grade level maximum. Students who are placed at an overflow school will have first right to return to their school of residence once space is available.
Overflow Procedures:
Parent/Guardian completes the parent/guardian and student information sections of the Overflow Transfer form.
School Office Manager/Registrar will verify student and household information: Family’s contact information, student's name, DOB, grade level, special services received by student, special education services received by student, and if transportation is needed.
SOM/Registrar will work with the Whole Child and Family Engagement Department to identify available schools.
SOM/Registrar will work with parent in choosing an overflow school and add this information to the Overflow Transfer form.
SOM/Registrar will facilitate the start of the online registration process and refer the family to their new school to complete the registration.
Parents/guardians who live outside the Westminster School District boundaries have the opportunity to transfer their student(s) into a school within the Westminster School District under an Inter-District Transfer permit. Parents/guardians can submit an Inter-District Transfer request to enroll their student in a WSD school starting July 1st through April 30th of the current school year. Applications will be reviewed on an ongoing basis, and approval/denial notifications will be sent to the requester within two weeks of submission. Applications filed after the April 30th deadline will not be considered until July 1st for the following school year.
Important Information Regarding Inter-District Transfers into WSD
Inter-District Transfers are valid for one year only and must be renewed annually. Parents/guardians who obtain an approved Inter-District Transfer will receive a renewal request letter in the spring. Parents/guardians must submit an updated Inter-District Transfer request and District of residence release form for each student enrolled in a WSD school under an IDT permit by April 30th. There is no guarantee of future renewal, and failure to submit a renewal Inter-District Transfer request may result in revocation of the permit.

Prior to submitting an Inter-District Transfer request to enroll a student in a WSD school, parents/guardians must initiate paperwork with their District of residence and obtain a signed release document.
Parents can obtain an Inter-District Transfer form by visiting the Westminster School District office located at 14121 Cedarwood Street, Westminster, CA 92683.
Completed transfer request and District of residence release document must be returned to the Westminster School District office, attention: Whole Child & Family Engagement.
Transfer request decisions will be communicated to the requester within two weeks from the date the completed request is received by WSD.
Parents/guardians who live within the Westminster School District boundaries have the opportunity to transfer their student(s) into a school outside the Westminster School District under an Inter-District Transfer permit. Parents/guardians can submit an Inter-District Transfer request to enroll their student in a school outside the WSD boundaries starting February 1st through March 15th of the current school year. Requests will be reviewed as soon as a completed request is submitted to WSD, and approval/denial notifications will be sent to the requester within two weeks of submission.

To qualify for an Inter-District Transfer to a school outside the WSD boundaries, at least one of the following reasons must be met:
Childcare: Childcare provider is located in or near the requested school district boundaries. Please provide a canceled check or a statement from the business providing the childcare services. If it is a private childcare provider, submit a note from that person, along with a utility bill showing their name and address.
Parental Employment: One of the parents works within a convenient proximity to the requested district boundaries. Please provide proof of employment, such as a canceled paycheck or verification on business letterhead showing the employer’s address.
Special Programs: Program(s) not provided by Westminster School District but offered by the requested district.
Completed transfer request and proof of reason for the transfer request must be returned to the Westminster School District office, attention: Whole Child & Family Engagement.
